Tender envelope shall clearly
be marked as “Tender for Internet Connectivity for DSL at
NTDC (WAPDA) offices at Lahore.” |

The last date of the receipt
of Tender is 20th FEB. 2009 at 10.30 Hours. Tender will be opened
on same day at 11:00 AM in the office of I.T Director, Room #
221, WAPDA house in the presence of the representatives of bidders. |
| 1.4 |
If the tender document is down loaded from WEB, Please
include its cost i.e. Rs.200/- (Not refundable) with tender. |
| 1.5 |
The bidders shall furnish as part of its Tender,
bid money i.e. 2% of the quoted prices as in the form of Bank Draft
or WAPDA Bearer Bond only in favor of Chief Executive NTDC WAPDA
House Lahore. |
| 1.6 |
The Competent Authority reserves the right to accept
or reject any offer or a part thereof or increase/decrease quantity
to any extent without assigning any reason. The offer received incomplete
or not in accordance with the conditions/specifications will not
be entertained. |
| 1.7 |
Bid offered is likely to be ignored if: - |

| i) |
The tender is unsigned (All pages should be
signed). |
| ii) |
It is received after the time and date fixed for its receipt. |
| iii) |
Offer is ambiguous or conditional. |
| iv) |
The offer is from a firm / ISP blacklisted by WAPDA/NTDC
or defaulter in any previous order or contract or under legislation
with WAPDA/any Semi Govt Organization. |
| v) |
The offer is unsolicited |
| vi) |
The bid is not accompanied by full Earnest money. |

| 1.8 |
The Tenders prepared by the bidder should comprise
of the following documents: |

Covering letter. |
ii) |
Schedule of Installation and Deliveries |
iii) |
All Certificates as per Clause-4. |
iv) |
Complete set of Technical Information, Printed Literature
and Brochures of the services offered. |

| 2. |
TERMS AND CONDITIONS |
| 2.1 |
The quoted price must be firm, final, inclusive of
all taxes, transportation charges etc, and in Pak Rupees otherwise
it will not be entertained. |
| 2.2 |
The purchaser is not bound to accept the lowest offer
not fulfilling the requisite criteria. The reasons for rejecting
the lowest or any offer shall not be communicated to any one. |
| 2.3 |
Price will remain valid for at least 90 days from
the date of opening of Tender. Tender valid for shorter period will
be declared non-responsive. |
2.4 |
The bidder shall be liable for liquidated damages
@ 2% PM as per WAPDA/NTDC purchase procedure, if he fails to provide
the services/solution within specified period. |

The successful bidder has to submit performance security
(valuing 10% of the total value of the Purchase/ Work Order) in
shape of Bank Draft, or WAPDA Bearer Bond or Bank Guarantee issued
from a scheduled bank in favor of Chief Executive NTDC, WAPDA House,
Lahore with validity one year starting w.e.f. Date of receipt of
ADSL. |
3. |
Schedule Of Supplies |
| |
The installation of the equipment and Internet Connectivity
shall be required to be completed within 15 days from the date of
issuance of purchase/work order otherwise the Tender will be declared
non-responsive. |
| 4. |
Evaluation Criteria |
| |
Bidder as a part of his bid shall provide the following:
-
- A list showing the location of Head Office along with of
Branch Offices.
- Description of Backbone being used by the bidder for its
own Internet Connectivity.
- Name of Cities throughout the country where ISP has access
through local number.
- Company profile (Complete) list of expertise, qualified staff
to handle the maintenance staff along with their qualification
and clients to whom the ISP has done or being doing business
during the last 01 year.

- A certificate describing the guaranteed response time after
a complaint lodged regarding Hardware or Network fault within
the warranty period. The maximum expected down time should also
be defined and must not be more than 4 hours. In case services
remains down beyond 4 hours bidder must have the demonstrated
capability to provide alternative services until diagnostic
and removal of fault, otherwise NTDC reserve the right to claim
against the loss so born.

- A clear written commitment to the effect that if any component
of equipment supplied is damaged during warranty period it shall
be replaced with the same or superior compatible component.

| 5. |
Terms Of Payment |
| |
Payment of the Internet Connectivity shall be made
monthly on the production of following documents: - |
|
|
a) Invoice in triplicate having NTN.
b) Performance Certificate issued by Chief Executive NTDC or his
representative.
c) All tax Certificates where applicable. |
